Yep, that's what it means. According to the bannering on the front pages, she's been a top 10-model since early 2007, then dropped out of the top for a couple of months halfway through the year (Lord knows why, those sets are amazing!) but returns in september and hasn't left since. She's held a secure top-5 position since I joined about 6 months ago.
